Basically, yes. IA and users do their best to maintain this, although occasionally some copyrighted works do get through. These are pulled when it's brought to IA's attention.

Would it be helpful to go through everything and post no public domain marked movies from the feature film collection?
I think users are bemused about the license status if one chapter of a serial is PD and one is not?
